Study investigated perceptions of 34 service provides to homeless women. Models are used to examine the response of the service system by assessing the attribution of client responsibility for the problem and solution of homelessness. Findings indicate that (1) different sectors of the service system applied different models of assistance, (2) perceptions of responsibility and the theme of “deserving vs. undeserving” were influenced by organizational guidelines and experience with the homeless, (3) burnout was reported more among those respondent’s operating under the model assigning responsibility for solutions to the social service organization, and (4) consistent themes emerged concerning the structure of the service system.
